An ex- US state department official, a foreign policy expert, observed, "Putin is trying to derail the progress toward greater pressure on the Kremlin." He added, "The outcome will become clear tomorrow, but the likelihood of achieving a ceasefire by pressuring Moscow to get serious appear to have decreased."

The situation came after Trump had in recent days been hardening his rhetoric toward Moscow until Thursday's call with the Russian president, which the Russian government characterized as "extremely frank and constructive."

European Fuel Sanctions and Market Effects

The European Union have established a requirement for fuel suppliers into the European Union to prove their products are not made from Russian crude, as stated in a document released on Thursday. This step is included in the European Union's forthcoming prohibition on imports of fuels processed from Russian crude, which is included in its latest sanctions package against Russia over its military actions in the region.

Market experts observed that trading activity appeared to be considering the possible end of India's purchases of Russian crude. Some Indian refiners are preparing to cut Russian oil imports, with projections of a phased reduction, as reported by sources familiar with the matter.

"This represents a positive development for the oil market as it would eliminate a major buyer of Russian crude," said Tony Sycamore, adding that oil prices were steady on Thursday.

Security Developments and Infrastructure Strikes

A large-scale Russian drone and rocket attack targeted energy infrastructure in eastern Ukraine on Thursday, causing outages in multiple regions. Ukrainian officials reported that Russian forces launched numerous of drones and dozens of projectiles, along with glide bombs.

"During this fall, the Russian forces use daily opportunities to strike at our energy infrastructure," said Volodymyr Zelenskyy, noting that attacks impacted the areas of Chernihiv, Kharkiv, central Ukraine, northeastern Ukraine and Vinnytsia.

Global Diplomatic Responses

Ukraine's representative to the United States, the Ukrainian ambassador, asserted that Russia showed its true attitude to peace through the "terror" of these attacks. "The Russian government yet again opted for weapons over dialogue, making this attack into a clear setback to current diplomatic initiatives," she said.

At the same time, the EU's top diplomat, Kaja Kallas, announced that the European Union had little option but to strengthen anti-drone defences against Russian threats. Kallas announced a "plan" to get ready for potential security challenges by 2030, featuring a new anti-drone system to be fully operational by the 2027 deadline.

This initiative, called the "EU defensive program," is expected to begin working in its first phase by the end of 2026 and be completely operational by the end of 2027. EU authorities hopes to obtain the support of EU leaders at a meeting next week.
